Preheat oven to 400°F, dice bell peppers, onions and shredded cheeses.
In a pan on high heat sauté ground beef until brown. Be sure to season the ground beef with all the spices. You may have to add a little fat to help it cook since it's so lean. Beef tallow would be the best here.
Remove from pan, then add in bell peppers and onions. Salt and pepper them and cook until tender. Once done, turn off heat and add the ground beef back in. Mix them together then allow them to sit while you make cream sauce.
Combine cream cheese and mayo. You may have to add some heat so that they come together such as a small pan or microwave.
Add seasoned ground beef, bell peppers, onions, cream sauce and 1/2 cup shredded white American cheese into a 8x8 casserole dish.
Top off with the shredded provolone. Place in oven for 20 minutes until cheese is melted and browned to your liking. Remove and allow to cool.
