Preheat the oven to 425℉ and cook 1 cup of dry rice according the package instructions and that will give you 2 full cups needed for the recipe.
Slice the bell peppers in half the long way then place them face down on a line sheet pan. Pre-bake them for 15 minutes then remove from the oven and allow them to cool while preparing the other ingredients.
In a pan, brown the ground beef and sausage. Then, sauté the onion and celery in the same pan afterward in the leftover drippings. Now, add the browned meat back in with the veggies and sprinkle with the flour. Mix the flour in with everything then add in the chicken broth.
Reduce the heat to medium, mix everything together and allow to simmer for 5 minutes to thicken. Add all of the seasonings in at this time and salt to taste.
After the 5 minutes, turn off the heat then stir in the cooked rice.
Now, spoon the dirty rice into the bell peppers. Then top them with cheese. Bake for 15 minutes to allow the cheese to melt. Once melted, remove from oven and allow them to cool before serving.
