Preheat the oven to 425℉.
Brown the ground beef in a large skillet.
Add the Rotel tomatoes and green chilies, both packets of taco seasoning, and ¾ cup water. Stir everything together and bring the mixture to a simmer.
Continue simmering until the taco seasoning has thickened around the beef.
Add the Velveeta and stir until completely melted into the beef mixture. Turn off the heat.
Lightly coat a large sheet pan with cooking spray.
Arrange the corn tortillas across the sheet pan and divide the shredded Mexican cheese over the tortillas.
Place the tortillas in the oven for 3–4 minutes to warm them and begin melting the cheese.
Remove the sheet pan from the oven and spoon the beef mixture onto one side of each tortilla.
Carefully fold each tortilla over the filling and press down gently with a spatula.
Bake for 10 minutes.
Carefully flip each taco and bake for another 10 minutes, or until both sides are crispy and golden.
Remove from the oven and allow the tacos to cool slightly before serving.
