First, in a pot on medium high heat add a little oil. Then you want to toast the rice until the rice begins to look brown and toasty.
Next, pour in the water and bring to a boil. Once boiling, lower the heat to low then cover the pot and allow the rice to cook for 20 minutes and no more.
Immediately when the rice is finished, fluff the rice then pour in the heavy cream and grated parmesan. Continue to mix as the hot rice soaks up the cream.
Lastly, season with salt and pepper to taste then serve.
